Politicians and the chattering classes love Stability. Equilibrium is good, unstableness isn’t.

They generally have a point. Not much good comes out of heavy political unstableness. Unless it is the overthrow of a bad regime or dictator, in which case it is not unsteadiness but ‘people power’.

But what is stability? Many things are stable till they aren’t. A place being eaten by termites looks fine and imposing until the instant it collapses.

Hard though it is to believe now, back in the early 1980s the West (above all of the Foreign Office itself) hailed post-Tito Yugoslavia as a “pillar of equilibrium in the Balkans”. On my first diplomatic posting in Belgrade (1981-84) the paralysis and foolishness of Yugoslavia’s convoluted ’socialist self-management’ processes became ever more clear, to me at least. Yet the official policy line remained. Yugoslavia was a “pillar of stability” and (as importantly) had to be kept as such. The choice was inconceivable and should stay forcefully unthought.

As a Consulate Young Turk in these leaden pre-email, pre-fax days I disagreed about all this dubiously with the then Envoy and my other exasperated bosses, and anybody from London who might listen. They maintained that even if I was right and Yugoslavia faced tough times, it would “muddle through somehow”.

That familiar formula got me thinking. What did it basically mean? Therefore my first FCO rant, in early 1984 : Yugoslavia and the ‘Muddle Through Somehow’ Speculation.

My basic point was this. The Muddle Through Somehow (MTS) metaphor conveyed interesting beliefs :

General ideas of pragmatism ; a degree of homely puzzlement ; maybe an absence of precise planning and control (”muddle”) but at least a broad directional sense (”through” ; absence of drastic, surprising, violent or cataclysmic change.

However I voiced, MTS as a concept made sense only if it didn’t cover everything. To claim that Europe had somehow muddled through World War Two, or that Japan had ‘muddled through’ Hiroshima and Nagasaki, seemed to miss something rather significant about those events. In other words, if the FCO wanted to claim that an MTS situation pertained, it needed at least to consider whether some non-MTS events (for Yugoslavia another civil war or Soviet army intervention to support commie rule) could be credible.

I therefore pointed to a serious likelihood of drastic non-MTS internal tensions escalating across Yugoslavia as the republican leaderships played the card of mass nationalism to steer attention from their incompetent corruption : Kosovo was a very likely flashpoint.

One has an eerie sense of being perched on a sandcastle with the waters of economic logic slowly eroding the base.

These exchanges read well now, from my point of view. Yet it took some time for the final collapse to happen. Yugoslavia did Muddle Through Somehow. Till it didn’t.

Therefore the core diplomatic policy puzzle : over what timescale is success measured?

One of the metaphors I employed to clarify Bosnia’s Problems to bemused Whitehall officials was the tall, steep sand-dune. You rush at the sand-dune and try and get to the top, but find yourself stuck. If only you had seen that strong tuft of grass over to the right before you made your dash! You could have reached that and tried to tug yourself upwards. But any movement towards it or in any other direction makes you slide backwards.

From good if over-optimistic or maybe gullible motives you can finish up in a hopeless place, where no good move is available. This is the reason why the eurozone problem is so hard for our top policy-makers.

Eurozone leaders designed an ornate gondola for drifting affably round the sublime decay of Venice. They now find themselves swept by an unthinkable (or at least unheard of) current into horrible stormy seas.

The vessel is sinking! No life-jackets! The Greek can’t swim! The German is hooting that everybody tighten their belts! The Frenchman blames capitalism! The odious Brits preferred their own tacky dinghy : they watch with cynical entertainment from unsettled but still (they suspect) controllable waters.

Essentially, the eurozoners have allowed themselves to get far out of their depth. And they smugly refused to pack any safety kit.

A classic non-MTS situation. Civil servants and government big wheels round Europe for dozens of years have been brought up to think in comfortable MTS terms. The problem they are facing in adjusting their thinking or even grasping the true nature of the difficulty is unbearable.

This happened in the FCO in the late 1980s as the Yugoslav house started seriously smouldering. Our then Envoy in Belgrade wrote to London encouraging the case that things truly were getting serious. The reply?

It truly doesn’t matter that much if the Yugoslavs fall out UK holiday-makers will just avoid Dubrovnik.

Bouncing down a dodgy coast road on the spur of Peljesac, I glance at the lustrous Adriatic and catch sight of the island of Mljet.

Many Croatian place names look like typographical gaffes : Losinj, Krk, Pag, Unije, Hvar. Call for a new proofreader!

Such names, with their emphatic, truculent consonants, are one of the charms of international travel. Weird languages, peculiar peoples, missing vowels and missing teeth, too , if this pot-holed, rubble-strewn road continues much longer.

The crickets are not just singing, they are screaming. Sunshine beats down and a bleating goat all of a sudden breaks cover from the bushes.

Below us, at the end of this steep trail which looks hardly wide enough for a pregnant goat shimmers a small inlet where we hope to discover a bar and a miniscule pebble beach.

Gripping the wheel, I develop an important thirst for a cold pivo (lager) and a chaser of one of those pelinkovac fire waters.

Another Croatian day, another adventure . This Dalmatian coast feels like Spain in the Seventies ; many towns unsignposted and little more than 2 farmhouses.

I enjoy the roughness, the otherness of Croatia. There is love in its gnarled old farmers, in its tumbled outhouses, in the simpleness of its facilities. Paradoxically, its misery could be a tremendous asset for the tourism trade.

We’ve had 3 of our past 4 summer holidays in Croatia, doing battle with our Serbo-Croat phrasebook (Bok! We cry in greeting to locals, frequently to be met with faintly suspicious stares) and negotiating the enchantments of cevapcici sausages and peceno odojce (suckling pig).

2 of our holidays were in the Croatian north-west, in Istria, across the water from Venice.

Last August, we tried the south of Croatia, flying cheapo to Dubrovnik, then getting a car from a chaotic outfit at the airfield (tip : avoid the dudes of Kompas auto rentals) before driving two hours north to Peljesac.

Once we turned left on to the cape, the drive became magical : empty mountain perspectives, a plateau full of vineyards and then our fishing village, Trstenik. First sight of pretty Trstenik was from the high road its harbour wall, ramshackle roof tiles and compact setting under the wooded hillside.

This essentially brought cries of ‘Wow!’ from the mutinous kids in the back. When we reached the town we found it had a dozy, dusty charm, dogs strolling the street and sleepy waiters sitting by their all-day cafeterias.

Peljesac makes Istria look thrusting. Croatia charms because it is not like busy, over-populated, globalised Europe. It does not gush modernity.

It does not primp itself or sashay down the promenade, showing off its energy. We found no disco in Trstenik, thank goodness.

The teenagers (only 14 and thirteen) did not mind. They spent their time jumping off the harbour wall into the blue water and eating pizzas as vast as Mercedes hubcaps. We took a rough little boat out one day and all of them giggled when I made a nonsense of the navigation.

Though it was high season, the place was not packed. Croatia walks along, the service slow, the prices lower than England. The supermarket in Trstenik was not much of a place, but we could buy cheese from a traditional farmer under the village tree.

The adults’ faces here have a lean quality scared, non-public. There is a lot of current history in Croatia. Maybe it’s my imagination, but I look at the middle-aged men and wonder what they did in Croatia’s ‘Homeland War’ in the early Nineties, when the Croats fought to escape from Serbian-controlled Yugoslavia.

If there is gravity in these Peljesac men, who can blame them? Miro owns the Villa Silencia we have leased (and true to its name it’s pretty silent, save when the scholar cruise boats moor on a couple of nights).

He is a former engineer who lost his job in the economic mess after the war. Every morning, tar-throated Miro noiselessly considers the seafront, watching the lobster pots being emptied. He unobtrusively brings our child a large cake on her thirtheenth birthday, then liquifies into the shadows.

With one or two gentle, retreating words he supplies us with grapes from his vine and the juiciest figs I’ve ever eaten. His boy takes us out in his speedboat. Miro lives upstairs, sitting in his eyrie and watching the small Mljet ferries chug out and in of Trstenik.

We do the two-hour journey to Mljet one day in an oily 12-seater which we christen HMS Sickbucket.

It is captained by a Tom Conti lookalike who fought in the war and talks up the other halves. Mljet is incredibly quiet. Odysseus holed up here for a bit. You envisage to meet him round each pine tree.

Dalmatia is almost virgin coast for scores of miles. Much of the housing seems Napoleonic, though foul bungalows have sprouted in Orebic, half-an-hour north, where you catch an auto ferry to Korcula.
